四川省政府 recently announced a comprehensive plan to build a thriving创业 ecosystem in the western region by 2027. The initiative aims to create a supportive environment for entrepreneurship, fostering innovation and economic growth.

The plan sets ambitious targets: issuing RMB15 billion in entrepreneurial loans, increasing personal business loan balances by RMB18 billion, supporting 550,000 new entrepreneurs, and generating 1.7 million jobs through these efforts.

To achieve these goals, the government has designed six key strategies:

• Leadership Development Program: Cultivating entrepreneurial leaders among various groups including young graduates,农民工, veterans, people with disabilities, researchers, and returning overseas talents.
• Quality Training Initiative: Enhancing the skills and capabilities of aspiring entrepreneurs through improved training programs.
• Service Upgrade Program: Strengthening support services to help entrepreneurs succeed in their ventures.
• Infrastructure Building Plan: Creating favorable conditions for startups by developing supportive ecosystems.
• Industry Chain Strengthening Action: Promoting collaboration and resource sharing among different industries and sectors.
• Policies for Sustainability: Implementing protective measures to ensure the success and longevity of entrepreneurial activities.

Special attention is given to empowering young graduates and农民工. Programs include:

• Establishing a long-term mechanism to connect youth innovation outcomes with industry needs.
• Supporting service project alumni in rural areas.
• Enhancing the migrant worker return program by focusing on key project development, funding access, and market expansion.
• Promoting unique economic models like night markets and flexible employment bases for women.

For researchers and overseas talents:

• Incentives such as equity shares and awards to encourage innovation within academic institutions.
• Supporting startups through funding programs tailored for returning overseas professionals.
